This research is apply, because it determines the effects of ICT in the notaries of the city of Guayaquil in the face of the COVID-19 pandemic and the focus of the research was mixed, with the theoretical foundations as antecedents for the qualitative part and the application of the survey for field research. The population analyzed were the notaries of Guayaquil that give a number of 80, while the sample determined by the finite population formula with 95% confidence and 5% margin of error, gives a value of 67 to those who are used the survey. The results determined that several changes arose after the pandemic, such as a greater use of technological resources, but that in turn restrictions limit customer service and that the Sanyr system is not yet use in greater quantities for the benefit of customers. Regarding the COVID-19 disease, daily data from official national sources were consolidated about the total number of deaths, probable and confirmed deaths as well as confirmed cases of COVID-19, data collected in the period from March 26 of 2020 to July 7 of 2021. At present work it pursues as main objective, evaluating the importance that coats the internal control in the administrative step in the saint company Miguel Chade, Manabí-Ecuador.&nbsp; about the matter and to know on importance happiness it follows a qualitative focusing, with descriptive reach of retrospective type and design not experimental of cross section, for the one which is been clear with a population of 110 participants of those which were selected in an intentional way and that it is considered as sample of study to 86 peoples. Clustering algorithms identify patterns in a massive set of data. In the field of transportation, in the case of vehicles circulating through the streets of a city, these algorithms help to identify congestion, common traffic flows, frequent events such as vehicle stops, among others. A GPS trajectory is defined by a set of geographic locations, each of which is represented by its latitude and longitude at an instant in time. There are vehicular GPS trajectories that are nowadays generated by intelligent transportation systems in cities. This work evaluates a data flow clustering algorithm called Dyclee in the processing and analysis of two data sets from the cities of Guayaquil-Ecuador and Rome-Italy. The results obtained from the evaluation of the two data sets using Dyclee allow the identification of vehicular patterns that occur at different time instants, being able to show common speed ranges.
